In order to improve the level of treatment of rural domestic sewage and improve the living environment of rural people, our province has compiled the mandatory local environmental standard "Water Pollutant Discharge Standards for Rural Domestic Wastewater Treatment Facilities", which has been released with the consent of the provincial government.
This standard will be implemented from January 1, 2020.

This standard specifies the general requirements for water pollutant discharge from rural domestic sewage treatment facilities, water pollutant discharge control requirements, water pollutant monitoring requirements, and implementation and supervision.

3. Terms and definitions
The following terms and definitions apply to this standard.
3.1 rural domestic sewage
The sewage produced by rural residents' living activities mainly includes drainage such as flushing, washing, bathing and kitchen.
3.2 rural domestic sewage treatment facility
Buildings, structures, and equipment that collect and treat rural domestic sewage.
3.3 existing rural domestic sewage treatment facility
Before the implementation of this standard, rural domestic sewage treatment facilities have been completed and put into operation or the environmental impact assessment documents have been approved (filed).
3.4 New (reform, expand) new rural domestic sewage treatment facility
From the date of implementation of this standard, new rural sewage treatment facilities will be built, rebuilt and expanded.
4. General requirements
4.1 The treatment of rural domestic sewage should be adapted to local conditions, choose the construction mode and treatment process that combine pollution treatment and resource utilization, and integrate and decentralize, and give priority to ecological treatment technologies.
4.2 The effluent from rural domestic sewage treatment facilities encourages priority recycling. For farmland irrigation, the relevant control indicators should meet the requirements of GB 5084; for fishery, the relevant control indicators should meet the requirements of GB 11607; for landscape environment, the relevant control indicators should meet the requirements of GB / T 18921; When used, the corresponding national or local water quality standards should be implemented.
4.3 Provision of catering services The domestic sewage of rural tourism projects should be pre-treated to meet the requirements of GB / T 31962 and meet the design requirements for the quality of incoming water and quantity of rural domestic sewage treatment facilities before being included in the treatment.
4.4 For rural areas near cities and towns that meet the urban sewage pipe network access requirements, rural domestic sewage shall be included in urban sewage treatment plants for centralized treatment, and GB / T 31962 shall be implemented.
4.5 The sludge produced in the rural domestic sewage treatment facilities shall be regularly cleaned out and reasonably regulated for disposal, and the principle of prioritization of resource utilization shall be followed during treatment and disposal.
5. Water pollutant discharge control requirements
5.1 Designing a rural domestic sewage treatment facility with a processing scale of 500m³ / d or more, the discharge of water pollutants shall be implemented in accordance with GB 18918.
5.2 Design the rural domestic sewage treatment facilities below 500m³ / d (excluding), the specific requirements are as follows:
a) Water pollutants discharged from new (reformed, expanded) rural domestic sewage treatment facilities shall be implemented as of the date when this standard is implemented; existing standards for water pollutants discharged from rural domestic sewage treatment facilities are wider than those required by this standard, Implementation of this standard six months after its implementation;
b) According to the functional category of the water area and the design and scale of treatment that the effluent from the sewage treatment facility directly discharges, the water pollutant discharge standards for rural domestic sewage treatment facilities are divided into first-level standards, second-level standards, and third-level standards, and the application of the standards at all levels See Table 1. Among them, in the key control areas of the Minjiang River and the Minjiang River Basin (see Appendix A), the rural domestic sewage treatment facilities with a design and treatment scale of 20m³ / d (inclusive) or higher shall be raised by one level in accordance with the standards listed in Table 1.
6. Water pollutant monitoring requirements
6.1 Water quality sampling shall be made at the discharge end of the process end of the sewage treatment facility. When the effluent from a sewage treatment facility enters a downstream artificial wetland or stable pond and other natural ecological treatment projects through a pipeline or a sewage ditch, the effluent from a natural wetland or stable pond and other natural ecological treatment projects can be used as the facility's effluent for assessment.
6.2 In accordance with the relevant requirements of the "Technical Requirements for the Standardization of Sewage Outlets (Trial)", a permanent sewage outfall sign shall be set up at the pollutant discharge monitoring position.
6.3 The frequency, sampling time and sampling method of monitoring the discharge of water pollutants shall be in accordance with national or local regulations on the technical requirements of pollution source monitoring.
6.4 Water pollution monitoring and analysis methods shall be implemented in accordance with the method standards listed in Table 3 or other equivalent method standards recognized by the State. After the publication and implementation of this standard, there is a newly released national environmental monitoring and analysis method standard. The method has the same scope of application and is also applicable to the determination of corresponding pollutants in this standard.
7. Implementation and supervision
7.1 This standard is supervised and implemented by the competent department of ecological environment of the local people's government at or above the county level.
7.2 Local people's governments at or above the county level may put forward more stringent requirements based on local ecological and environmental protection needs.
7.3 After the implementation of this standard, the newly issued national, industry or Sichuan Province discharge standards for the discharge of corresponding pollutants in rural domestic sewage treatment facilities are stricter than this standard, and shall be implemented in accordance with the relevant requirements of the new standard.
